Generates and returns a random ascii character.

The ascii characters that can be generated are:

ABCDEFGHIJKLMNOPQRSTUVWXYZ
abcdefghijklmnopqrstuvwxyz
0123456789)(*&^%$#@!~.

NOTE: This helper function relies on a thread-local RNG and is currently only available with the “std” feature enabled.
